I found  's tutorial on making animated stamps: [link] so I thought I'd her instructions a whirl -- they worked like a charm. Although I still want to find a more "wavy" background for the text frames... NOTE: all photos were found on the USCG web site: [link]*UPDATE* I added one more picture (that I really like) to the montage and used some disolve effects between a couple of frames...
